Why not? Singapore is lacking space and therefore it is a great use of multi-story car parks.
I visited two of the car dealer areas yesterday seeking out a bargain, now that the government has dampened car sales/prices by limiting automotive loans to 50% of the purchase price with a maximum term of 5 years (previously there was unlimited leverage and 10 year terms).
First stop was the basement level carpark of Turf City. The Car Mart @ The Grandstand (old horse-racing venue) is huge with ~150 showrooms selling ~4,000 used cars.
My second stop was the Automotive Megamart. The eight storey multilevel complex (also known as Automobile City) houses new-car dealers on the ground floor and used-car dealers on the second to fifth floors. ~2000 cars.
No purchases just yet, waiting for market to soften further....
